Preheat oven 350 degrees. Rub chicken pieces with garlic. Put in oiled baking dish and coast with tomato paste. Sprinkle with salt, pepper, and butter. Add 1/2 cup water and bake in a 350-degree oven for 30 minutes, turning ever 15 minutes.
Add remaining water, and 1 tsp salt, and orzo. Stir carefully so that all the orzo is at the bottom of the casserole and chicken is on top. Increase oven to 400 degrees and bake for 30 minutes or until orzo is tender.
